Funding Opportunities

All procurement applications for the Children’s Services Council of Leon County (CSC Leon) are listed below. This includes Requests for Proposals-RFPs; Requests for Qualifications-RFQs; Requests for Applications-RFAs; Invitations to Negotiations-ITNs; etc. CSC Leon uses different types of procurement announcements to best suit its needs and often reflects knowledge of market availability for a particular good or service. Any interested party in an opportunity, should read the announcement closely for detailed instruction on how CSC Leon will conduct the evaluation of proposals/applicants. For all announcements, CSC Leon follows its “Policy for the Purchase of Goods and Services” (Adopted August 19, 2021).

Quiet Period/Lobbying Prohibition

From the time that a procurement opens until the selection of proposals/applications to fund, applicants (their agents, officers, principals, and employees, including any individual assisting the applicant in this process) will not engage in any written or verbal communication or any lobbying efforts or other attempts to influence the CSC Leon (including Council Members, team members or any member of the community impact panel) regarding the procurement, the merits of the applicant, or regarding whether CSC Leon should retain or select the applicant with respect to the procurement. All questions should be posed during the informational sessions or through the formal Q&A process identified in the procurement or communicated through the designated procurement official ONLY.  

The Children’s Services Council of Leon County (CSC Leon) is now accepting applications for its third round of Small Investment for Program Success (SIPS) funding. This opportunity allows smaller community organizations to receive investments outside of established priority funding cycles. If approved, an organization may be awarded up to $15,000 in SIPS funding to be spent July 1-December 31, 2024. Organization may only submit one application per cycle and must select from one of four categories:
1. Program Funding
2. Developmental Funding
3. Match Funding; or
4. Sponsorships (up to $5,000).

CSC Leon hosted an informational session and tutorial of the application portal in January. That session is available to view from the link below. The deadline for submissions is Friday, May 3, at 5:00 p.m. (requests for technical assistance will not be accepted after Wednesday, May 1). Decisions are expected on or around Friday, June 21. If awarded, vendors are required to go through very specific contract training before funds will be dispersed.

The Children’s Services Council of Leon County (CSC Leon) is now accepting applications for a short-term, mini-funding cycle to support nonprofit organizations that provide inclusive and enriching summer camp experiences for children with special needs. If approved, an organization may be awarded up to $75,000 in funding for a period of four months (May 1 – August 30). These funds are to be used exclusively to provide an eligible child with financial support (scholarship) to attend camp for up to two weeks during the 2024 summer.

CSC Leon seeks to issue program funding to expand the capacity of youth development programs to better meet specific needs of children, youth, and families in Leon County during the summer of 2024.  Its goal is to promote positive youth development and reduce juvenile crime by providing safe, enriching environments paired with high-quality instruction for children and youth throughout the summer months. It is CSC Leon’s intent to “raise the bar” on quality standard implementation during Summer 2024. As such, only programs that meet the minimum standard expectations will be considered. These standards include but are not limited to minimum duration and dosage, staff-youth ratios, pre-service training requirements, and enrichment components. The Attachment 1 to the Request for Applications provides more details on the minimum standards.

Further, CSC Leon is not funding a separate feeding program, but rather mandating that all summer enrichment program applicants build the cost of feeding into their proposals. This condition could be met in a variety of ways; however, the most common is the daily provision of breakfast and lunch.

Finally, these funds are designed to expand services using quality standards, and not pilot nor test new programs due to the required start-up time needed to successfully implement a new program. Organizations wishing to launch a new summer enrichment program should seek funding through different channels.

All proposals for 2024 Summer Bridge Funding are due by Friday, January 19, 5:00 p.m. using the online portal (link below). Decisions for this round of funding is expected to be announced on Friday, March 8, with funds issued on May 1, 2024, and be expended by August 31, 2024.

Funded entities will be required to secure minimum levels of insurance, certify background clearance for all staff and personnel working directly with children and youth, collect and enter data on program participants using prescribed tools, and submit detailed financial reports. Funded entities will also be required to use the CSC Leon Services and Activities Management Information System (SAMIS) on a weekly basis. Any CSC Leon funds not expended by August 31, 2023, must be returned along with a detailed Final Report.

CSC Leon is seeking proposals to support the implementation or expansion of multiple Family Strengthening and Parent Education Programs designed to promote protective factors, increase family self-sufficiency and prevent child maltreatment. These voluntary programs are designed to help families develop and maintain stable and nurturing caregiver-child relationships; learn effective and appropriate parenting skills to support child development and improve child behavior; enhance family communication and conflict resolution skills; and provide caregivers with social support and linkages to existing community resources.  

The majority of funds will be directed to “research-supported” programs that can demonstrate evidence of effectiveness. The remaining funds will be available to build the evidence of existing “grassroots” programs.

The deadline for submissions is Monday, May 8, at 6:00 p.m. Decisions are expected on or around Friday, June 16. The contract period for this funding opportunity is August 1, 2023, – September 30, 2025.

CSC Leon is seeking proposals to support the implementation or expansion of multiple Youth Mentoring Programs designed to promote positive youth development through the intentional paring of youth with caring, non-parental adults in a mentoring relationship. It is the intent of this procurement to fund programs that demonstrate capacity to incorporate very specific standards associated with positive outcomes. These voluntary programs may be designed to prevent juvenile crime and recidivism, foster academic achievement, encourage positive peer relationships and healthy behaviors, and support youth with specific severe needs, such as those struggling with mental health challenges or those who are victims of commercial sexual exploitation. Programs who focus on youth violence prevention will be prioritized.

  • Service Line 1: Summer Learning
    CSC Leon is seeking proposals to expand access to quality school-age summer learning programs. Its goal is to promote positive youth development and reduce juvenile crime by providing safe and enriching environments for children and youth throughout the summer months. Investments in summer learning align with the CSC Leon’s priority of “Success in School & Life” by promoting school readiness and providing school-age supports. These funds are designed to expand services, and not pilot nor test new programs due to the required start up time needed to successfully implement a new program. Proposals can include enhancements to existing programs but cannot be limited to enhancements only.
  • Service Line 2: Summer Feeding
    CSC Leon is seeking proposals to expand the availability of nutritious food for children, youth, and their families through the addition to or extension of existing summer feeding programs and innovative meal provision solutions. Investments in summer feeding align with the CSC Leon’s priority of “Stable & Nurturing Families/Communities” by reducing the number of households experiencing summer food insecurity. These funds are designed to eliminate the barriers keeping summer feeding programs from being as successful as they could be. As such, programs can apply to expand existing services or start new programs using available best practices.

The Children’s Services Council of Leon County (CSC Leon) is issuing this Request for Information (RFI) to assess options for investment and cash  management services from qualified vendors that have expertise and knowledge with the investment of public funds. CSC Leon has identified the following broad principles for its investment strategy:

  1. Safety of Principal;
  2. Maintenance of Liquidity; and
  3. Return Maximization.

CSC Leon is an independent, special taxing district in Leon County, Florida, established in November 2020. CSC Leon serves a population of nearly 200,000 and has an annual average general fund revenues of $7.8 million. CSC Leon’s potential investment portfolio consists of approximately $800,000 to $1,000,000 in general operating and reserve funds (no pension funds). CSC Leon currently manages excess funds in money market accounts. CSC Leon expects to transition to a third-party safekeeping arrangement if/when the transition to a fee-based investment advisor model is made. The transition to a fee-based investment advisor solution is being considered to enhance portfolio return, properly manage risk, maintain continuity, and ensure that investment decisions are made and executed in the best interest of CSC Leon.

Ultimately, CSC Leon’s goal is to maximize interest earned while minimizing risk on its cash reserves and leverage its fund balance without compromising liquidity.

Responses to this RFI will be used as inputs to CSC Leon’s decision-making process. Responses to this RFI are not considered offers and will not be accepted by CSC Leon to form a binding contract. Responses to this RFI will assist CSC Leon in determining the potential level of interest, competition adequacy, and technical capabilities of commercial vendors to provide the required products and services. CSC Leon does not guarantee any action beyond this RFI.

The Children’s Services Council of Leon County (CSC Leon) invites responses to a Request for Proposals for financial auditing services. The Children’s Services Council of Leon County (CSC Leon) invites responses to an Invitation to Negotiate for capacity building services to support community providers’ ability to respond to funding applications issued by CSC Leon more competitively. The Children’s Services Council of Leon County (CSC Leon) invites responses to a Request for Proposals to develop an integrated information management system to manage specific business functions efficiently and maximize data analysis capabilities. The response due date was 10/14/22 by 1:00 pm ET. Submit questions to the Procurement Officer, Holly McPhail, at procurement@cscleon.org.

CSC Leon seeks to issue one-time program funding to expand the capacity of existing programs to better meet the needs of children, youth, and families in Leon County during the summer of 2022. Additional funding opportunities to support implementation of new programs or sustained support for existing programs is planned for the future. This round of funding is expected to be issued on June 1, 2022 and expended by August 30, 2022. 

The application requires entities to demonstrate how the services proposed (1) align directly with at least one of the CSC Leon Priority Areas, (2) is an expansion of services, and (3) are supported by an infrastructure capable of collecting data to demonstrate program impact.

All proposals for Summer 2022 Funding were due by Saturday, May 14, 5:00 p.m. using the online portal below. Required documentation may be uploaded.
