Reimagining Capacity-Building

SIPS will Return Spring 2025

CSC Leon’s Small Investment for Program Success (SIPS) Initiative Returns This Spring

At its December meeting, the Children’s Services Council of Leon County (CSC Leon) voted to renew the Small Investment for Program Success (SIPS) initiative with significant updates aimed at better supporting small nonprofits serving children, youth, and families in priority communities. The initiative, originally launched during FY 2023-2024, provided funding and operational support to help dozens of local nonprofits expand their capacity and improve sustainability.

While the first round of SIPS yielded notable successes and served more than 1,800 families, challenges emerged that prompted the decision to redesign the program. The renewed initiative reflects these lessons learned, adopting a more focused and strategic approach to capacity building for smaller nonprofits.

Key Updates to SIPS

The reimagined SIPS initiative includes several changes designed to improve its effectiveness and better serve participating organizations:

  1. Streamlined Funding Categories: The previous four funding categories have been reduced to two—Program Funding and Developmental Funding. This change sharpens the focus on expanding existing programs and piloting new initiatives that align with CSC Leon’s mission and Theory of Change.
  2. Priority Impact Areas: Each year, the Council will identify the priority impact areas for SIPS funding. For the upcoming cycle, proposals will only be accepted for programs addressing kindergarten readiness and youth mental health. Specifically, proposals must align with the following goal statements from CSC Leon’s Theory of Change and include plans to collect data showing impact:
    • Kindergarten Readiness: Increase the number of children who enter kindergarten socially, emotionally, and academically ready.
    • Youth Mental Health: Increase youth and family resiliency and reduce the number and consequences of adverse childhood events.
  3. Tiered Award System: SIPS will now feature a two-tier funding structure:
    • SIPS 1.0: Up to $15,000 for organizations entering the program for the first time.
    • SIPS 2.0: Up to $25,000 for organizations that have successfully completed a previous SIPS cycle or a vetted capacity-building program.
  4. Longer Contract Terms: Contracts now extend to 12 months, providing recipients with additional time to implement changes and achieve measurable outcomes.
  5. Updated Eligibility Requirements: To qualify, organizations must be not-for-profits authorized to operate in Florida with an annual operating budget of $150,000 or less. Applicants must also have been in operation for at least 24 months and submitted two annual reports to the Florida Division of Corporations. Organizations that don’t meet these requirements can still apply if they partner with a fiscal agent who does.
  6. Enhanced Support and Accountability: All SIPS recipients will complete an organizational assessment, attend pre-award and in-service training, and develop capacity-building plans. Progress will be measured through standardized metrics, ensuring accountability and alignment with the initiative’s goals.
  7. Encouraging Collaboration: Extra points will be awarded to applicants who include partnerships or resource-sharing agreements, incentivizing efficiency and fostering community collaboration.

Building on Past Success

The initial implementation of SIPS demonstrated the potential of targeted, small-scale investments to strengthen nonprofits. However, feedback from participants and real-time program adjustments revealed opportunities for improvement. By prioritizing sustainability and focusing on operational capacity, the reimagined SIPS initiative aims to achieve more consistent and widespread success.

Applications for the renewed SIPS initiative will open in March 2025, with funding starting July 1. More information will be released in the new year. Interested organizations are encouraged to review the updated guidelines and consider how this opportunity can enhance their operations and impact.
